arlight these 2 little shitrats live in my house and there a couple of good shits so i dont bust their chops to much but the white 1 keeps pissing in the basement where i sleep and party and shit and i got a litter box upstairs and they use it to shit but the white one likes coming down here and fucking pissing in bags and hard to find places i dunno, i think he just does it to piss me off. i dont want to have to leave them outside all the time in the cold but i aint playing that cat piss shit anymore piiimp tight

Cats are territorial and often engage in "scent wars".  Many will refuse to use a litter box if another cat has been there first.  The cat who is seeking out plastic bags is trying to be good by finding a way of "containing his offense" (believe me this is better than the bane of all kittydom, the shoe-pissing cat).  You may be able to solve this problem simply by buying a second litter box and making sure each cat only has access to their own box.  Since it's one cat that's going in the basement I suggest you put it's personal litterbox there.  It's crucial that it remains clean, because if the rebel kitty smells that the other kitty has visited their litterbox they'll reject it too.
 --When I find what box my kitty kare books are in I'll post more, but having raised more than 100 of the little cocksuckers I can tell you; I know SOME PILE about some kitties.

Oh, and are both cats the same sex?  Because that often makes the scent war problem worse...

My cat has a litter box, but hates to use it. Really. He prefers to use the soil in my banana tree, and I think he's done a good job in killing it. (Plus the fungus, and the spidermites) I eventually had to put a big piece of bristol board over the soil so he couldn't get in it anymore. Now, he uses the litter box.

There are sprays you can buy that apparently are offensive to cat's, and it keeps them away from whatever you spray. They also hate citrus scents. It's kind of strange that the cat is finding different places to do its business all the time, as usually they stick to one area.

Be patient, cats don't know. Certainly he's not doing it to piss you off.
You could even ask a vet? I'm sure they've got some good suggestions.
